4. Assessing QUALITY

In a demand-driven offer of vocational education and training, the desired professional quality of graduates is defined by employers. In the QSE vision, Occupational Profiles must, therefore, be dominant in the design of VET qualifications and curricula - and the same Occupational profiles must be applied as the standard against which the performance in practice of (recently graduated) employees is assessed; by themselves as well as by their employers. 

Elsewhere in these guidelines you can review how to compose clear and detailed Occupational Profiles. This section describes how you can use them as a measurement instrument for professional competences to establish satisfaction levels of employers (see the different company surveys) and their (fresh) employees (see the different student/graduate surveys) with the task performance shown in practice, as well as the level of the various professional abilities acquired with VET -  thus proving the qualitative relevance of VET for labour.

In addition to the assessments, you can classify the training programme with the competence profile to establish the opinion of teachers regarding to what extent the VET programme covers the levels of knowledge, skills and competencies required (see the VET provider surveys).

The key question we want to help you answering in this section is:

How can you ensure that the acquired skills are used at the workplace?

We will do this by answering the following questions:

  • How to assess the companies’ satisfaction with VET completers’ performance?
  • How to assess the VET-providers expectations regarding VET results?
  • How to assess students’ satisfaction with their own performance in practice?
  • How to process and present the data?
  • What are our recommendations?
